Teens Find Floating Head!

Two teenagers fishing for dolphin (is that legal?) off Jupiter Island, FL on Wednesday discovered a human head floating in the water! And last Friday, two fishermen found a man's right foot floating in the ocean in the same area. Somebody's not cleaning their plate. The sheriff's office is conducting a homicide investigation. I know who I'd question first.
